MAIN PURPOSE OF POSITION:
Responsible to the Commissioning/Start-up
Manager for: completion verification of all work detailed within the HVAC
System & Sub Systems discipline sections of the construction / integration
plan and provides HVAC commissioning assistance to the commissioning engineers
during the facility commissioning. Provide the start-up assistance to the
Company as necessary.
Fully responsible for all the HVAC
engineering commissioning activities for the facility for the HVAC systems and
related temporaries used during commissioning and start up.
AREAS OF RESPONSIBILITY:
Verify population and maintenance of the
Systems Completions Database and ensures that it is up to date and includes
current/correct data from engineering and that tags are correctly tied/linked
to each HVAC and other related subsystems.
Ensure that “A” Check sheets and
are correctly tied/linked to data base tags.
Responsible for interacting with Electrical
and Instrumentation Contractor and Sub-Contractor construction teams to ensure
that all HVAC systems are commissioned prior to handover to the start-up
Team.
Monitor the preparation, verification, and
documentation of “A” and “B” check sheets, punch lists,
as-built P&IDs, etc.
Support project in tracking HVAC
commissioning activity to System Completion transition in order to realize a
timely and systematic startup activity.
Work in close association with HVAC
Contractor and Sub-Contractors construction teams to ensure a smooth and
seamless transition from Commissioning to SU. Focus is to ensure systems
are safely commissioned and ready for start up
Interface with Engineering to ensure
engineering data is updated in accordance with revision updates of key
documents, i.e., cable schedules, , One line diagrams,
etc.
Review and approval of EPC
Contractor’s procedures for commissioning and handover activities
including Company’s requirements to inspect, review or witness certain
aspects of measuring completion.
Review and approval of EPC
Contractor’s implementation of commissioning requirements to Vendors,
production of MC dossiers for use by Vendors, acceptance and input into the CMS
data base of received MC dossiers.
Provide guidance to EPC Contractor to secure
an efficient and safe execution of commissioning and handover.
Work with EPC Contractor to achieve
completion of such additional parts of the facility, systems, sub-systems and
temporary utilities that may be required to facilitate commissioning and
start-up of the facility.
Interface with Planning and Construction to
meet scheduled commissioning dates.
Ensure that Construction and mechanical
completions is working prioritized area completion so that transition from area
to system MC meets agreed project schedule/handover dates.
Ensure that all vendor IRNs
and OS&D reports are incorporated into the system/sub-system punch lists
Participate in final MC/Commissioning
walk-downs/punch outs of systems and reviews/approves final “B” and
“C” punch list items before input into the CMS database.
Ensures final-approved system punch list are input into the CMS database.
Ensure MC certificates are prepared, signed
by appropriate supervisors/managers and distributed as stipulated in project
Coordination Procedures.
Provide assistance in the preparation of MC
Dossier format and helps set up all dossiers.
Verify and sign off MC dossiers for systems.
Participate in the commissioning activities
at all stages such as loop and continuity checks.
Participate in the start-up of the facility
and provide the assistance to the Company in the plant start-up in HVAC
discipline.
Requirements
REQUIRED KNOWLEDGE, QUALIFICATIONS,
SKILLS, AND EXPERIENCE
A Mechanical/Electrical Engineering Degree/
Diploma or Equivalent and 10-12 years work Experience. This must include at
least 8 years direct “hands on” experience in construction and/or
systems completion and commissioning of HVAC systems in LNG/Oil and gas
processing is essential.
Fully conversant with the applicable HVAC
engineering codes and practices used in the oil and gas industry.
High safety awareness is mandatory. A
good knowledge of simultaneous operations (SIMOPS) is essential.
Systems Completion electronic database
management system experience.
Knowledge of Off-Shore and production
systems and offshore work experience is mandatory. Must also
possess an ability to work in harsh and inclement conditions.
